Info: (spoilers!) As Takatori Shuuichi, he is Chief of Police; but as Persia, he is the head of the shadowy vigilante organisation Kritiker, who created and are (technically) in charge of Weiss and who give the flower boys their missions. This is really helpful to explain why Weiss don't get arrested and locked up for life a lot more often. Shuuichi is Takatori Reiji's younger brother - he believes that Omi (Takatori Mamoru) is Reiji's youngest son, but later discovers that Omi is his own son, the product of an affair with Reiji's wife Kikuno. Shuuichi is decidedly the white sheep of the Takatori family, having dedicated his whole life to fighting his brother's Evil Masterplan (TM).
